Is it bad, when I see pain-in-the-behind children, that have caused me havoc all day, walking home from school, I wish I was playing Grand Theft Auto and could hit them, drive away, and not get into trouble?

It isn't a run-on, no worries. Run-ons don't really have a definite definition, but because you're sentence is properly functioning on proper punctuation, you're just fine! And even though those kiddies are a pain in the butt, you can remember that at least you shoved grammar down their throats! They'll thank you one day.
it's probably sort of bad, but not too bad unless you actually do it! haha.
